Experience and Implications of Singapore’s Talent Policy for an Innovation-driven Economy

新加坡经济和科技发展水平居于世界前列,国家治理和发展成就为国际所认可,新加坡经济结构的成功转型与其系统性的人才政策是分不开的。本文回顾新加坡经济结构转型的基本历程,聚焦新加坡面向创新驱动型经济的相关人才政策举措,从行政架构、教育培养、人才引进和社会保障软环境等角度进行具体分析,总结新加坡人才政策体系的优势经验,以期为我国政府制定创新型人才支持政策和完善我国国家创新系统提供可供借鉴的实践路径。

Singapore’s economic and technological development is at the top level in the world.Its state governance and development achievements are internationally recognized.The successful transformation of Singapore’s economic structure is inseparable from its systematic talent policy.This paper reviews the basic course of Singapore’s economic restructuring and focuses on Singapore’s relevant talent policy initiatives for the innovation-driven economy.We summarize the advantages and experience of Singapore’s talent policy system in light of administrative structure,education,talent recruitment and social security system and intend to provide references for China’s innovation talent policy and the improvement of the national innovation system.
