基层科技支出政策绩效评估——以山东省某高新区为例

Performance Evaluation of Science and Technology Expenditure Policy: A Case Study of a High-tech Zone in Shandong Province

支出政策绩效管理是全面实施预算绩效管理的重要内容,基层支出政策绩效评估是全面实施预算绩效管理的难点之一。本文以山东省某高新区为例进行案例研究,梳理了该高新区2015和2016年的科技支出政策及管理情况,对其实施效果进行综合分析,并从政策绩效管理、政策支持重点、人才支持以及配套政策安排等方面提出了相关建议。

Policy performance management is an important part of the all-round budget performance management.Performance evaluation of grass-roots expenditure policy is one of the difficulties in implementing budget performance management.Taking a high-tech zone in Shandong province as an example,this paper makes a comprehensive analysis on the implementation effect of the expenditure policy through a detailed review of the science and technology expenditure policies and management of the zone in 2015 and 2016.Finally,this paper puts forward relevant suggestions for the perspectives of policy performance management,policy support and focus,talent support and supporting policy arrangement.
