对现阶段建筑业中存在的业主不规范行为,从主观和客观、宏观和微观上进行了分析,并针对业主不规范行为,提出了政府建设管理体制改革应采取的措施及改革方向。

From the subject to the object and from the macroscopic view to the microscopic view, this paper makes analysis on the abnormal behaviors of the owners existing in the construction trade in present stage, and puts forward some measures and reforming direction that should be taken in the reform of governmental construction management based on those abnormal behaviors of the owners.
