摘要
评标工作是一项既关键而又细致的工作,由于影响投标方案的指标因素较多,而且凭单一因素评价标书会出现不一致,所以综合分析评价投标书是非常重要的。本文对矿井设计投标书的分析,结合工程实例,依据层次分析法确定各影响因素的权重,利用模糊综合评判并结合灰色评判评出中标单位,为进一步完善评标方法提供参考,并使决策者在评标过程中避免主观性,实现评标科学化。
Evaluating tender is a painstaking and key part of public bidding. There are many index factors, which influence design tender scheme, but that every factor reflects the design tender scheme well or bad degree is disagree each other. It is very important to comprehensive evaluation for the tender scheme. In the paper, mine design tender schemes are analyzed, and hierarchy structure model of mine design tender scheme is set up. On the basis of practical example, the powers of all the factors are calculated with the aid of analytical hierarchy process, and the best mine design tender is obtained by means of fuzzy evaluation and gray system correlation analysis theory. A beneficial reference is provided for improvement of the method of the evaluating tender, and the decisionmakers can not only avoid subjectivity, but also strengthen objectivity.
