试论村民自治与农村社会稳定

On Villager's Self-governance and Social Stability in Rural Areas

本文从分析村民自治制度的发展历程入手 ,认为村民自治因其所具有的内在机制而能促进农村社会的稳定。它能增强农村资源动员能力、减少村民的非制度化参与、约束村组干部的不良行为、有效抵制乡镇过度提取。文章还强调 ,只有解决好村民自治实践中存在的问题 ,农村社会稳定才能有充分的保障。

The development of villagers' self-governance system is analyzed. It is pointed out that because of its inner mechanism, villagers' self-governance can promote social stability in rarul areas,and it can strengthen rural areas' resources, arouse its abitity, reduce villagers' non-systernatical participation, restrain rural area cadres' illegal acts, and effctively resist township's over-taking. It is also stressed that social stability in rural areas cannot be completely guaranteed until the problems in the practice of villagers' self-governance are solved.
