Multi-central Governance and the Government's Duty in the Compulsory Education in China

治理理论是当今西方学术界最流行的理论之一。治理理论的多中心体制在我国义务教育治理中具有适用的合法性。但多中心不等于无中心,在义务教育治理中各中心之间应保持均衡,并突出我国政府在多中心体制中责任的主要性。这种主要性表现在相互统一的两个维度上,即保证义务教育的公益性和保证各地方义务教育在发展力上的均衡。
