全面建设小康社会 ,不仅要有繁荣的经济 ,还必须有繁荣的文化。随着我国改革开放的不断发展 ,经济全球化的日益加深 ,文化产业发展呈现多样性与复杂化的局面。因此 ,发展文化产业必须坚持马克思主义的主体地位 ,牢牢把握先进文化的前进方向 ;建立健全适应我国国情的新体制与新机制 ;理顺关系 ,创造名牌 ,壮大产业规模。同时 ,政府要强化宏观调控 ,进行制度创新 ,为先进文化的发展提供有力的保障。

Building a well-off society in an all-round way requires not only a booming economy but also the prosperity of culture. Complying with the further development of reform and open up to the outside world and of economic globalization, cultural industry develops variously and complicatedly. Therefore, around the central position of Marxism, it must develop along the orientation of the progress of advanced culture; the new mechanism or system should adapt to situations in our country; we should expand the scope of cultural industry, making some well-known brands. Meanwhile, our government should strengthen macro-controlling methods and undertake system innovation to safeguard the development of advanced culture.
