论中国特色高等教育质量保证体系的构建

On Establishing a Quality Guarantee System for Higher Education with Chinese Characteristics

20世纪90年代以来,高等教育质量保证问题已成为全球关注的热点问题,120多个国家和地区先后成立了各自的高等教育质量保证机构。本文提出了构建有中国特色的高等教育质量保证体系的基本框架。作者认为,只有坚持多层次、多样性的质量观,按四个层次、两种类型设计建立质量评估指标体系,才能激发我国各高校的积极性、主动性和创造性,得出符合各高校教育实际水平的评估,起到指导性、竞争性和促进性作用。

Since 1990s, quality guarantee for higher education has become the focus of public attention. This paper puts forward a quality guarantee system for higher education with Chinese characteristics. It is pointed out that only holding the view of multi-gradation and variety, and establishing a quality guarantee system based on the four-level and two-category standard, can it bring into full play the initiative of colleges and universities. Thus we can evaluate the level of institutions of higher learning and this system will play the role of guidance and promotion.
