武汉市社会保障基金短缺成因及对策分析

A Research into the Shortage of Social Security Fund in Wuhan

社会保障制度是社会的“安全网”,关系到社会稳定与经济社会的协调健康发展。社会保障基金的正常有序的运营直接关系着社会保障工作的顺利开展。武汉作为一个大型的工业城市,在推进社会保障制度改革中遇到了的社会保障基金短缺的问题。本文首先分析了武汉市社会保障基金现状,在此基础上研究了武汉市社会保障基金的存在的主要问题,并针对这些问题提出了扩大社会保障基金来源、提高部分行业职工退休年龄、加强再就业、完善社会保障基金的监管机制、提高社会保障基金的保值增值能力等几个方面的对策。

The social security system that relates to the stability and the healthy development of the economic society is a safety network for the whole society. The social security fund plays an important role in the operation of the social security work. As a big industrial city, Wuhan is encountering the shortage of social security during the social security reform. Based on analysing the actuality of social security fund, this article researches the main problems, and puts foward countermeasures for those problems, such as extending the sources of social security fund, increasing the retirement age of certain professions, perfecting the management and supervision system and improving the ability of increment.
