摘要
我国的人口迁徙立法和政策虽然历经改革,仍远远滞后于社会政治、经济、文化的快速发展。历经20多年的改革开放,奠定了在我国确认公民迁徙自由的社会经济基础、观念基础和制度基础;对于确认迁徙自由可能带来的社会问题,应当理性地认识,不能盲目悲观,因噎废食。
After many reforms, the legislation of civil migration and its relative policies still fall behind, compared with the rapid development in social politics, economy and culture. The reform and opening up has been in exercise for more than two decades, laying the foundations of social economy, values and systems to realize civil free migration. As for the social problems occurred by exercising this freedom, we should take a rational view rather than a gloomy one.
