The Joint Sino-Russia Statement" and the New Stage of Sino-Russia Relations——A Review of President Hu Jintao's Visit to Russia

自 1 991年 1 2月 2 7日《中俄会谈纪要》签署 ,中俄正式建交以来 ,在 1 2年里 ,两国关系连上四个台阶。伊拉克战争后 ,国际关系格局正处在重组调整之际 ,2 0 0 3年 5月 2 6～ 2 8日 ,胡锦涛主席的访俄及《中俄联合声明》的签订 ,不仅明确了中俄战略协作伙伴关系在新领导框架中得以延续和发展 ,而且通过重申和强化两国关于世界多极化发展的理论 ,强调和扩展两国在经贸、能源、区域安全等领域的合作 ,从而在理论基础、物质基础等方面把中俄战略协作伙伴关系推进到新的发展阶段。

On December 27,1991,China and Russia signed “the Sino-Russia Notes on Talks”,which indicated the formal establishment of the diplomatic relation between the two countries.Since then,the Sino-Russia relations have experienced four stages.With the end of the Iraq war,the reorganization of the international structure was under way.The implications of President Hu's visit to Russia and the signature of “The Joint Sino-Russia Statement” are as follows: confirming the continuation of the Sino-Russia strategic coordinating partnership with the new leadership in power in China; the emphasis to enlarge their bilateral cooperation in economy and trade,energy,and regional security by emphatically restate their common view on a multi-polar world,which signifies the further development of the Sino-Russia strategic coordinating partnership.
