On Chengdu Rural Economic Development and Township Fiscal Construction

成都乡镇财政中存在着赤字、预算支出结构单一、管理不规范等制约农村经济发展的问题。因此 ,要培植和扩大财源 ;增加乡镇收入 ;适度扩大乡镇规模 ,提高资源利用率和政府运行效率 ;优化财政支出结构 ;加强预算外资金的管理 。

The paper conducts an analysis on a series of problems of fiscal deficit, singleness of fiscal budget expenditure and irregular management that restrict the development of rural economy. To optimize township fiscal management, some measures must be taken: to develop and expand financial resources, to increase township financial income, to moderately enlarge town scale, to improve utilizing rate of resources and government efficiency, to optimize financial expenditure structure, and to enhance the management of off budget funds.
