Comment on China's Anti-Poverty Strategies

我国特殊历史背景条件下形成的以区域优先发展为核心的扶贫战略 ,存在扶贫主体的政府主导性、扶贫客体的宽泛性、扶贫方式的简单性和扶贫行为的短期性等缺陷。因此 ,未来反贫困战略的设计应着重从扶贫主体多元化、扶贫客体微观化和扶贫政策规范化 。

Chinas anti poverty strategies, which have resulted from a unique historical background and taken the regional development as its priority, have the following limitations: the major supporter of the strategies being the government, the range of the poor being too extensive, the ways of anti poverty being too simple, and the period for aiding the poor being too short. The design for the future anti poverty strategies should be focused on such changes as promoting diversification of the supporters, narrowing the range of the poor, standardizing the anti poverty policy, raising the level of human resources, and improving the investment.
