摘要
公共管理部门的目标管理存在着视目标管理为灵丹妙药、考核方法单一、不注重成本、考核缺乏科学性等误区。为此 ,应转变“目标就是万能”的观念 ,建立量化和非量化相结合的指标体系 ,运用系统论思想建立目标管理的分层结构 ,建立具有公共管理特色的管理体系。
The application of MBO to public administration has some drawbacks, such as regarding MBO as catholicon, simplified assessing means, underestimating cost, and non-scientific assessing. Through the analysis, the authors put forward a series of improvements, such as transforming the sense of 'MBO is omnipotent', establishing a target system with both quantification and non-quantification, setting up straticulate structure based on the idea of system theory and founding a management system with the characteristics of public administration.
