西部大开发的任务和目标中体现了可持续发展的战略思想 ,强调环境与经济的协调发展。西部地区存在着严重的生态环境问题 ,生态环境的保护和建设直接关系到西部开发的成败 ,因此应将环境保护和生态建设作为贯穿西部大开发全过程的一项长期性、全局性和战略性的任务。为了完成这一历史使命 ,必须以法制为保障。加强立法 ,严格执法 ,保证法律的正确实施 ,加强法律监督和法律服务 ,为西部大开发营造法治秩序 。

The objectives and tasks for the development of West China embody the strategic thought of sustainable development and emphasize a coordinated development of environment and economy. As there exists serious ecological environment problems in West China and the ecological environment protection and construction are closely linked with the success or failure in the development of West China, the environment protection and ecological construction are a long term and global strategic mission that runs all the way through the whole process of the development of West China. To fulfill this historical mission, we must use legality as the safeguard measure. We must enhance law making, enforce laws strictly, intensify legal supervisions and legal service in order to create a good social order for the development of West China and put the adjusting and safeguarding functions of the law in to full play for the benefit of the development of West China.
