从青岛市城市历史发展以及黄岛具备的优势方面分析了青岛市区域发展战略重点“西移”的必 性 ,从青岛市“十五”计划的要求、青岛提高城市竞争力的现实需要方面分析了青岛市区域发展战略重点“西移”的必要性 ,从区域经济发展的梯度理论、增长极理论、城市空间发展的基本理论、中外沿海湾城市发展的一般规律和青岛市城市总体规划等方面论证了青岛市区域发展战略重点“西移”的科学性 .

From such perspectives as the historical development of Qingdao, the predominance of Huangdao, the request of Qingdao's 10th five-year-plan and the realistic demands of improving the city competitiveness, this paper analyses the inevitability and necessity of moving west the strategic stress of the regional development of Qingdao City. And from the theoretics of regional economy development grade, the basic theory of city space expansion, the usual rules of coastal city development and the city planning of Qingdao, the paper also demonstrates the scientificity of the shift of the strategic stress.
