摘要
石油工程地面建设项目设备材料费一般占工程成本的40%~70%,加强设备材料采购控制是降低成本的有效途径之一。介绍了工程建设项目设备材料的3种采办模式:业主供货、施工承包商采购和业主代理(CFRM)。并根据承担施工的工程实例,着重阐述了CFRM采办模式的实施程序、要求、注意事项。文章最后指出,作为施工承包商在有限的利润空间中要获取最大的利益,应从几个主要方面加强工程项目采办管理。
In ground construction project of petroleum engineering, the cost of equipment and material is generally 40% - 70% of whole project cost. Therefore enhancing purchase control of equipment and material is an effective way to reduce cost. This paper introduces three procurement modes, i. e. owner s supply, con-tractor s purchase and owner s agency (CFRM). Emphasis is placed on execution procedure, requirement and matters needing attention of CFRM procurement mode. Meanwhile it points out that the following procurement managements must he strengthened to reduce construction cost: multi - talent personnel training, building and strengthening mechanism of supplier appraisal, fully utilizing modern information technology, calling for bids and purchasing at network, separating fixed price from purchase, establishing mechanisms of condition and supervi-sion, performirig quota procurement, reducing surplus material, realizing 'zero stock .
