摘要 人力资源作为生产要素投入社会经济活动,是现代经济资源中最核心的资源。知识经济的兴起,必然要求加大人力资源尤其是智力资源的开发力度,以适应知识经济时代对人才的需求。处在这样的时代背景下,西部开发关键是通过调整管理意识,改革用人机制和发展教育来改善人力资源的开发与管理状况,营造良好的软环境,缩小与东部的经济差距。 Being a essential factor , human resource is involved in the social economic activity and also is the core among the modern economic resource .Prosperity of the knowledge economy requires to enhance the strength of developing human resource in order to meet the request of the new era. under the background of such time, through the reformation of ideological formation and the system of human utilizing and improving and education, to promote the level of managing and exploiting about the human resource , to create the excellent soft condition and to shorten the economic gap between the west and east are the key points of west China .
