摘要
解决土地被征后利用效率低下、土地征用补偿标准低等问题,必须做好以下工作:建立农用地分等定级和基准地价体系,并将其作为征地补偿的主要依据;形成以社会保障为宗旨的劳动力安置方法;国家和集体的职能重点由交易主体逐渐向管理服务转变;适当提高公益性用地补偿标准。
To solve the problem of low efficiency in land utilization after acquisition and the problem of low compensation for the acquired land,we must take the following measures: establishing a grading and classification system for farmland and a system for norm price for land whichwill serve as the main basis for compensation for the acquired land, forming a method of work force allocation on the basis of social securitysystem, the key function of the state and the collective gradually changing from the main body of transaction into a body of management andservice, raising the compensation standard for land acquired for public purpose.[
