我国的西部大开发是一项周期长、地域广、投资大的世纪工程 ,要使开发迅速启动并取得预期效果 ,就必须从西部建设与发展的实际出发 ,进行制度创新。取消东西部区域经济发展的制度障碍 ,重新构建既符合西部经济发展需要 。

China's western development is a century-long project with long period,vast area and big investment.In order to hope for achievement,it is essential for us to renovate the systems from actual conditions of the western regions.Cancel barriers of systems in developing eastern and western economy.Rebuild the systems that can not only conform the requirement of the western economy,but not infringe the rules of WTO.
