市政府机构改革中的“困境”探析——关于某省三地市机构改革调查体会

由于市场发育程度的不成熟以及人们观念转变滞后等因素的制约,目前正在进行的政府机构改革中的人员分流问题实实在在地影响着市政府机构设置.从某地政府机构改革方案来看,它不仅不能解决好'吃财政饭'的问题,更谈不上转变职能的问题.这已经成为一种可以谅解的无奈,本文针对这种无奈的成因及其解决出路提出了一些看法.

The personnel decrease is nowadays influencing on the reform at city government actually because of the immature market, as well as people's old ideas and so on. From the reform plans of some cities' government, these fail to solve not only the problem of “dining finance', but also the transformation of the government function, and thus the dilemma appears. The essay gives the opinion aiming at the cause and solution.
