The Application Establishment And Software Process Assessment In e-Government Information Project

基于对电子政务理论的研究以及为政府提供信息化解决方案的实际经验,针对我国政府当前的电子政务发展现状,较系统地描述了我国电子政务发展框架,在组建政务信息化工程中的软件平台时,无论选择业务外包或内包的组建方式,都必须重视软件开发能力及过程评估,以确保软件产品的质量和项目的成功.本文为此探讨和研究了SEI CMM和ISO/IEC TR 15504,等国际通用的评估标准以及评估实施方法,旨在为全面实施政府信息化作出良好启示和有益探索.

In this paper,based on researches in theory of e-government and practical experience in solutions of e-Government Information Project,we d escribe the perspective frame of the Chinese e-Government. Importance should alw ays be attached to the software capability and process assessment in establishin g the e-Government information system for the purpose of ensuring the quality of the software products and the success of project, no matter outsourcing or insourcing. This paper is a discussion and a research of he internationally prac ticed assessment standards such as SEI CMM (Capability Maturity Model), ISO/IEC TR 15504, and their implement methods, which would be helpful of revealing and e xploring in the all-scale implementation of the Chinese e-Government.
