On the Relations between the Best, the Satisfactory and the Beneficial Policy Decisions

Policy decisions fall into three categories: the best, the satisfactory and the beneficial. As a matter of fact, in most cases we could only manage to find the satisfactory and the beneficial instead of the best in practice since it is impossible to take into consideration all the influential factors concerning the subject matter.
