云南澜沧江流域水电开发实行"业主负责、建管结合、产权明晰、流域开发、滚动发展"的机制。水电滚动开发的实质是资本的滚动,目标是根据市场需要,以母体电站为基础,不断扩大流域开发规模,壮大开发实力,实现连续开发。运用系统观点和方法指导梯级水电的建设和经营管理,提出了抓好"母体"电站经营、在建项目管理、加强环境保护,以及争取金融、投资和税收等方面国家优惠政策的对策措施及政策建议。

The hydropower development of the Lancang River Basin in Yunnan Province adopts the mechanism of 'being responsible by the Owner, combining construction with management, clear property right, developing in a river basin and rolling development' The nature of hydropower development is the capital rolling, with the purposes of taking the parent project as a base so as to expand the scale of river basin development, to strengthen its development capabilities and to achieve consecutive development goal, according to the market demands This article delivers the systematic viewpoints and methods to guide the construction and management of cascade hydropower projects; and gives useful suggestions on good management of 'parent' hydropower units, underconstruction project management, strengthening environmental protection, and provides some countermeasures and strategic advices on competing for those State's preferential policies on finance, investment and taxation, etc
