A Framework of Selecting Experts for Critical Projects Evaluation and Measurement of Their Performance

分析了重大建设项目的特点及其对社会、国民经济和区域经济的重要意义,进而指出了评审专家对重大建设项目的影响。简述了灰色系统理论,尤其强调了该理论中的灰色关联和灰色聚类方法,然后构建了对评审专家进行评价和项目的属性进行描述的指标体系,通过构建的匹配模型,遴选出能胜任评审工作的专家,并提出了对参加项目评审的专家进行绩效评价的体系架构。

In this paper, analysis is made of the attributes and significance of critical construction projects on society, national and regional economy, and the influence of evaluation experts on the successful implementation of projects. Grey system theory, particularly grey correlation and grey cluster analysis, are explicitly introduced. Then an index system is set up to evaluate the experts and to describe the attributes of projects, on which a matching method is proposed to be used in selecting eligible experts. A method is given to measure the performance of such experts.
