总体规划编制中引入“保护规划”概念的思考

Introduction of Protective Planning concept into master planning organization

针对目前我国城市规划与建设中存在的种种“破坏性建设”和资源、环境方面的严重“透支”等问题,提出城市总体规划编制阶段,有必要引入“保护规划”概念,确定保护规划方面的强制性规定措施,以保证规划实施和管理有法可依。提出保护规划应从生态环境、城市资源、文物古迹与风景名胜、空间环境及标志、历史文化、环境保护、关键“点”等七个方面进行重点保护。

Aiming at solving such problems as devastating construction, serious resources and environment over drafts, etc. existing in city planning and constructing in China, this paper demonstrates the necessary of introducing Protective Planning concept and confirming compelled ordinances and measures during master planning organization. It is put forward that the protective planning should emphasize on environments, city resources, cultural relics & historic sites, space environments & signs, historic cultural, environment protecting, key points, etc.
