近年来,我国中小企业融资问题已成为制约其进一步发展的瓶颈。中小企业融资的难题可通过金融制度的重新安排逐步缓解,包括建立健全商业金融、政策性金融、合作金融在内的金融服务体系;加强中小企业财务和信用管理,建立完善中小企业信用管理体系;建立多层次中小企业融资担保体系;组建面向中小企业的地方性商业银行体系,吸引民营资本;放宽商业银行贷款利率收费限制,建立为中小企业直接融资的二板市场与柜台交易市场等措施。

Now medium and small-sized enterprises are facing an important problem:financing.This problem can be dealt with the rearrangement of the financial system,which includes perfecting the system of financial services,establish-ing and perfecting the system of credit management,setting up ensures institutions,constructing the system of local com-mercial banks that can absorb private capital and provide financial services to small and medium-sized enterprises,and set-ting up secondary market and the market of counter transactions that can finance small and medium-sized enterprises di-rectly,and so on.
