In new era the competitive advantage of an enterprise is determined by its advantage in talent at a large de-gree.In order to give full play to the talent,enterprises should do away with old ideas,selecting talent with new ideas and standards.Enterprisers are the most important human resources,and a good personnel-use mechanism is of crucial impor-tance for the selecting and fostering talented enterprisers.The optimized allocation of human resources is the key for the market economy,so attentions should be paid to the establishment of scientific human resources allocation system,carrying out of staff training and founding of a mechanism that can attract talent and press them to stay.
