本文从船舶驾驶了望、雷达操纵、航速控制和改向避让行动等四方面来论述船舶在能见度不良时的安全操纵措施和注意事项,以确保航行安全。
This essay expounds the measurements of safe maneuver of ships, the key points of attention through navigation lookout, radar operating, speed control and alteration of course for avoiding collision in restricted visibility so as to ensure the safety of the voyage.
