关于改革交通统计管理体制的探讨

Discussion on Reformation of Traffic Statistic Management System

统计数字是统计工作的实效成果,也是各单位工作成绩的真实反映。交通统计数据失真,是由于现行的统计管理体制造成的,只有改革交通统计管理体制才能彻底解决这一问题。本文提出建立交通统计协会,将统计人员从原来各单位分离出来,探讨性设想一套新的运行机制,并对交通统计协会的未来发展做出初步展望。

statistics figure is substantial result of statistic work, and is also a reflection of the working result of every unit. The problem that traffic statistic data being distorted, which results from the prevailing unreasonalble statistic management system, can only be resolved by reform. This paper proposes an idea to constitute a statistic association by separating statistician from original units, and devises to establish a new system so as to develop statistic association.
