法治与德治:基于不同政治体制的考察

我国传统社会的法治和德治虽有境界高下之别,但其实质并无二致,都是人治、专制。为避免重蹈覆辙,有必要清醒地认识到,当代中国依法治国和以德治国结合的基础是政治民主,其中,依法治国是关键,以德治国是升华。

Though rule by law and rule by virtue in our traditional social country have the relative superiority or inferiority,they have on difference in essence and all refer to ruling by men and autocracy.In order to avoid following the same road,it is necessary for us to clearly know that the combination of the foundation of rule by law and rule by virtue is a political democracy,among which rule by law is a key and rule by virtue is a sublimation.
