延安农村经济体制改革的历程、绩效与对策探索

The Rural Economic System Reform Course,Achievements,and Strategy Research in Yan'an

1978年以来 ,延安农村经济体制改革经历了突破、全面探索和深化改革三个阶段。改革打破了人民公社体制 ,建立了家庭联产承包责任制 ,加快了延安农业和农村的市场化进程 ,但农地制度、农业产业化经营和农村基层组织制度等的改革严重滞后 ,因此 ,今后还应通过采取在农地制度创新上做文章 ,加快农业产业化经营进程 ,加快乡镇企业改革步伐 ,大力发展小城镇 ,实行村党支部书记公务员化制度 ,适度扩大县、乡、村规模等对策 ,不断深化延安农村经济体制改革。

Since 1978,Yan'an rural economic system reform has undergone 3 stages of breakthrough,exploring in an all-roundway and deepening reform.Reform has broken down public ownership,set up output related system of contracted responsibilities,sped up marketing process of agriculture,but rural land system,agriculture industralization management and rural organization system developed rather slowly.So,we should bring forth new ideas for rural land system later,speed up agriculture industrialization process and town enterprise steps,strenghthen developing small cities and towns,put into effect the policy of orderly for countryside secretary,expand the scale of cities,towns and villages,deepen reform of rural economic system in Yan'an.
