成都市公建民营养老机构运营瓶颈及解决对策探索

The Exploration on “Public Built and Privately Run” Old-age Caring Institution's Current Operational Bottlenecks and Solutions of Chengdu

公建民营养老模式是当前养老机构的重要发展方向,但在实际运营中尚存在诸多问题亟待解决。本文以成都市三家公建民营养老机构为例,采取对工作人员以及入住老人访谈的方式,来了解成都市公建民营养老机构当前的运营瓶颈。分析总结出存在员工短缺与内部结构问题、基础设施建设不合理、公益性和资金不足导致盈利压力较大、院内医疗设施严重缺失,未进入医养结合阶段以及政府定位混乱,监督浮于表面等问题,并提出了相应的改进建议。

The 'Public Built and Privately Run' model is an important development direction of the old-age caring institution, but there are still many problems to be solved in the actual operation. This paper takes three 'Public Built and Privately Run' Old-age Caring Institutions in Chengdu as an example, and uses interviews with staff and elderly residents to understand the current operational bottlenecks of 'Public Built and Privately Run' Old-age Caring Institution in Chengdu. This paper analyses and summarizes the problems of staff shortage and internal structure, unreasonable infrastructure construction, public welfare and insufficient funds which lead to greater pressure on profits, serious lack of hospital medical facilities, failure to enter medical-nursing combined care mode, government positioning confusion and oversight floating on the surface. And puts forward corresponding improvement suggestions.
