深圳芯片产业人才竞争力提升条件与对策研究

Research on the Conditions and Countermeasures for Enhancing the Talent Competitiveness of Chip Industry in Shenzhen

人才是芯片产业发展的第一要素。作为我国芯片产业的龙头城市,深圳近年来在'前有封锁,后有追兵'的不利竞争格局下,芯片专业人才竞争力大幅下降,成为制约自身芯片产业发展的最大瓶颈。本文在总结提升深圳芯片产业人才竞争力迫切性的基础上,运用SWOT工具全面分析了当前深圳芯片产业在人才竞争条件上的优势、劣势、机遇与威胁;并结合优势和机遇,针对劣势与威胁两类不利条件,从人才培育、人才引进、人才留存、人才共享四个维度提出9条对策建议,以期为突破深圳芯片产业发展的人才瓶颈,进而铸造产业竞争优势提供一定参考。

Talent is the first element for the development of the chip industry.Shenzhen is the leading city of the chip industry in China.However,under the unfavorable competitive landscape of'blockade before,chasing after'in recent years,the competitiveness of its chip professionals has declined dramatically.Professionals have become the biggest bottleneck restricting the development of the chip industry in Shenzhen nowadays.Based on summarizing the urgency of enhancing the talent competitiveness of Shenzhen chip industry,this paper comprehensively analyzes the advantages,disadvantages,opportunities and threats of the current talent competition conditions of chip industry in Shenzhen with SWOT tools,and then puts forward nine countermeasures from four dimensions of talent cultivation,talent introduction,talent retention and talent sharing,against its competition disadvantages and threats.The conclusions of this paper are helpful to provide some reference for governments&enterprises to break through the bottleneck of talent shortage and consolidate industrial competitive advantage for the chip industry in Shenzhen.
