本文结合'一带一路'建设的背景,以湖北省为例,运用PEST模型对科技服务业发展环境展开分析,并提出对策。对策主要有优化科技服务业发展环境,促进湖北省科技服务业融入'一带一路'建设;发挥市场机制作用,引导社会资本积极参与;建立多元化资金投入体系,发挥财政资金杠杆作用;充分发挥政府引导作用,实现科技资源的集聚整合;加强国家级产权交易中心建设,扩大湖北省科技服务业影响力;围绕'一带一路'建设,引进和培养高端科技服务专业人才。

According to the background of the Belt and Road construction,the PEST model is used to analyze the development environment of Hubei’s S&T service industry.The countermeasures are put forward:To optimize the development environment of S&T service industry to promote the integration of Hubei’s S&T service industry into the Belt and Road construction.To use the market mechanism to guide the active participation of social capital.To establish a diversified capital investment system to give full play to the leverage of financial funds.To use the Government guidance to achieve the integration and integration of S&T resources.To strengthen the construction of the national property rights trading center to expand the influence of Hubei’s S&T service industry.To introduce and cultivate high-end scientific and technical service professionals around the Belt and Road construction.
