基于人大国发院模型的杭州市僵尸企业的识别与处置研究

Research on Identification and Disposal of the Zombie Enterprises in Hangzhou based on the Model of National Academy of Development and Strategy,RUC

处置僵尸企业是杭州市供给侧改革去产能的关键所在,也是杭州市经济转型的一项重要任务。全文分析了僵尸企业的研究情况,首先明确了人大国发院的模型作为识别杭州市僵尸企业的识别与判定标准,其次以在沪深A股上市的杭州市企业2015-2017年的数据作为样本,对杭州市僵尸企业的形成因素进行了分析,最后提出了简政放权、完善府院联动机制、创新金融产品和服务、营造企业家精神等四个方面的政策建议。

Disposal of the zombie enterprises in Hangzhou is not only the key to the supply-side reform of Hangzhou,diminishing the industrial capacities,but also an important task of Hangzhou’s economic transfor-mation.This paper analyzes the research situation of zombie enterprises.First of all,the research takes the model of National Academy of Development and Strategy,RUC(RUC NADS)as the standard for identifying zom-bie enterprises in Hangzhou.Secondly,based on the data of Hangzhou enterprises which were listed in Shang-hai and Shenzhen A-shares during 2015 to 2017,this research analyzes the factors that result in the formation of zombie enterprises in Hangzhou.At the end of the research,four policy recommendations on the decentral-ization of government,the improvement of the government linkage mechanism,the innovation of financial products and services,and the creation of entrepreneurship are put forward.
