Market-orientated non-state-owned enterpris es are the important pushing power of China's economy lasting growth. Restrained by information asymmetry and attr ibution to property right, non-state owned enterprises are suffering from severe financia l gap. In order to provide non-state-owned enterprise with loose financing condition, improve their credit availability and ensure their healthy development, it is necessary that the Gov ernment completely apply adjusting function as market fails, set up and perform financi al policy to support them.
