摘要 针对中国不同地区教育发展不平衡与城乡教育发展不平衡,构建不同地区教育共同发展的战略及其决策思想:把“从根本上解决不利地区不利人口教育问题”作为中国教育发展的价值最大化;从“以教育事业发展为目标的战略取向”转向“在教育事业发展基础上以提高教育质量为目标的战略取向”;顺应教育由因变量向自变量的转化实施跨越式发展战略;建立以实施国家文化为导向、以立法与公共财政作保证、以政府行为为主导的新体制与运行机制。
