公安院校涉外警务人才培养探析

A Probe into the Cultivation of Foreign Affairs Police at Police Colleges

《中华人民共和国出境入境管理法》已于2013年7月1日起施行,《中华人民共和国外国人入境出境管理条例》也于2013年9月1日起施行,这标志着我国涉外警务工作进入了新阶段。然而,我国目前的涉外警务人才远远不能满足社会需求,涉外警务人才的培养路径亟需改进。针对公安院校在读学员和在职民警两类对象,可以采用不同的培养方案。总体来说,应该做到:更新教学观念,明确教学定位和目标;适时改革教学内容,增强培养的实用性和针对性;灵活运用教学方法;进一步加强师资队伍建设。

Exit and Entry Administration Law of the People's Republic of Chinacame into force on July1 st, 2013 and Regulation of Exit and Entry Administration of the People's Republic of China came into force onSeptember 1st, 2013, which symbolized a new stage of our foreign affairs policing. At present, however, China'sforeign affairs police officers are far from the need of the society. The way of cultivating the police cries forimprovement. Different ways can be adopted according to different types of students including undergraduatesand in-service trainees. Generally speaking, teaching concepts should be renewed to clarify the teaching goal,teaching contents should be reformed duly to improve the practicality and pertinence, teaching methods shouldbe used with flexibility and teaching faculty should be strengthened.
