摘要
随着国家"调整运输结构,增加铁路货运量"政策的落实,市场对铁路运力配置和需求提出了新的要求。根据西安局集团公司三年"货运增量行动"目标,在分析陕西煤炭资源,以及西安局集团公司货运现状的基础上,针对陕北榆林地区无技术作业站影响运输效率、包西通道能力受多种因素影响受限,以及新丰镇枢纽、安康东枢纽不畅影响陕煤外运等问题,结合西安局集团公司货物品类单一、货源地集中、主要以铁路专用线运输为主的特点,提出简化铁路专用线建设程序、加快铁路在建项目实施进度、增强运力保障能力、优化运输组织方案等货运增量方案对策,以保证货运增量目标的实现。
With implementation of the national policy of 'restructuring the transport network and increasing railway freight volume', the market makes new demand for railway capacity. According to Xi’an Group’s three-year target on freight volume, based on an analysis of the coal resource in Shaanxi and freight transport operation at Xi’an Group, this paper studies the characteristics of freight operation at Xi’an Group: single category of cargo from limited sources, which is mainly transported on the dedicated railway lines focusing on the existing problems: lower efficiency due to the lack of techniques at the stations in Yulin area of Northern Shaanxi, lower volume capacity at Baotou-Xi’an Railway caused by various factors and hampered outbound shipment of coal from Shaanxi by poor operation at both Xinfeng Town Hub and Ankang East Hub. Therefore, this paper puts forward the strategies to increase volume:simplifying the construction procedure of the dedicated railway lines, speeding up the construction process of the ongoing railway engineering, increasing volume capacity and improving transport organization.
