国外港口海铁联运发展经验与启示 被引量:11

A Study on the Development Strategies of Sea-Rail Intermodal Transportation based on the Experience of Foreign Ports

摘要 集装箱多式联运以其在时间、成本、效率等方面的突出优势,成为最先进、高效的系统,也是最重要的运输组织方式,而海铁联运则是其中的主要环节,也是最有效率的物流组织方式。在借鉴荷兰鹿特丹港、德国汉堡港、比利时安特卫普港发展经验的基础上,从中国铁路济南局集团有限公司实际情况出发,提出以点线能力匹配为核心,系统性规划和布局港站及通道,突出港区综合能力、内陆站装卸能力、通道疏运能力"三个能力"提升,以及提升基础建设水平、加强海铁联运机制保障、加强集装箱班列开行组织等对策建议。 Intermodal transport of containers has become the most advanced, efficient, systematic and important transport organization mode thanks to its outstanding advantages in terms of the shipping time,cost and efficiency, with sea and rail as the main transportation means and the most efficient logistic operation mode. Based on its overview of the development of several foreign ports including Rotterdam,the Netherlands, Hamburger, Germany and Antwerp, Belgium, this paper studies the case of China Railway Jinan Group Co. Ltd. and puts forward the development strategies: 1) overall planning the layout of its portstations and passages according to the principle of capacity matching;2) improving the capacities in three aspects: the comprehensive capacities of the port-stations, the loading and unloading capacities at the inland stations and the through capacities at passages;3) upgrading the infrastructure;4) strengthening the sea-rail intermodal transport mechanism;and 5) improving scheduling and operation of block container trains.
