摘要
研究目的:结合'精明增长'理论,以深圳的城市更新为案例探讨新型城镇化时期我国城市土地整治的理念与模式创新。研究方法:文献综述法、综合分析法。研究结果:(1)城市更新是一种目标多元、利益整合的城市土地整治模式,反映了城市空间规划与土地利用管理从'增量扩张'向'存量优化'阶段转型;(2)深圳在实施城市更新的过程中体现了'精明增长'理论中土地混合利用、紧凑式开发、多样化交通选择、公众参与和利益共享机制以及绿色低碳环保的城市发展理念。研究结论:深圳的城市更新模式是对我国城市土地整治研究的有益探索与政策创新,应结合'精明增长'理论的发展思维完善城市更新在空间规划、权属调整、利益分配等方面的制度设计与运作模式,为我国快速城市化地区的城市土地整治提供借鉴。
Based on a case study of urban regeneration in Shenzhen,this paper aims to explore a new pattern for China's urban land consolidation during the rapid urbanization period.The result shows,as one of the approaches of urban land consolidation,urban regeneration reflects the transformation of both urban spatial plan and land use management from‘incremental expansion’to‘inventory expansion’,with multiple objectives and integrated interests.During the process of urban regeneration,Shenzhen shows some urban development concepts of‘Smart Growth Theory’,such as mixed land use,compact development,diversified transportation choices,public participation and benefitsharing mechanism as well as green,low-carbon and ecofriendly development pattern.The urban regeneration model of Shenzhen is a useful and innovative attempt for urban land regeneration in China.Also,based on‘Smart Growth Theory’,the policy design and operation mechanism in spatial planning,ownership adjustment and benefit distribution should be further improved.
