要实现'农业强,农民富,农村美',土地整治是中国重要的政策工具。'十二五'期间,《全国土地整治规划(2011—2015)》提出了'统筹推进土地整治',更加全面地推进了土地整治规划与实施工作,土地整治取得了明显的效果,有效地促进耕地质量的提高,大部分地区的土地基本实现了集中连片,田间路、水利设施等配套设施已比较完善,提高了耕种的机械化水平。同时,土地整治明晰了土地权属,促进了土地流转,奠定土地规模经营的基础。本文主要讨论土地整治对农村土地流转的促进作用。首先,对国外土地整治促进土地流转的经验进行简单的分析介绍。其次,本文将对'十二五'期间土地整治促进土地流转的绩效进行评估,通过模拟发现土地整治面积和土地流转面积具有很强的线性相关性。根据这一线性关系,可以推算出1999—2005年的土地流转面积,发现这段时期土地流转面积很小,未形成大规模的土地流转。土地整治面积在'十二五'期间有了明显的增加,发展趋势很快,可以预测'十三五'期间土地整治面积将会增加得更快,土地流转规模将大幅度扩大。综合以上内容,对'十三五'期间的土地整治规划提出展望和建议,希望能促进'十三五'期间土地整治工作的顺利开展。

Land consolidation is an important policy tool to achieve“strong agriculture,rich farmers,beautiful countryside”in China.During the period of 12th five-year plan,“National Land Consolidation Plan(2011—2015)”proposed“improving land consolidation coordinately”to lead the plan preparation and the implementation of land consolidation.Afterwards,land consolidation has obtained significant achievements,which effectively promotes the improvement of the quality of arable land in most areas and has realized the concentration of land.Besides,roads,water conservancy facilities in the countryside and the level of agricultural mechanization have been largely improved.Meanwhile,land consolidation clarifies the land tenure,which promotes land transfer and lays the foundation for the scale management.This paper focuses on the effect of land management on rural land transfer.Firstly,foreign experiences about land consolidation to promote land transfer are simply introduced.Secondly,it assesses the effect of land consolidation during the 12thfive-year plan on land transfer.The findings indicate that there is a strong linear correlation between the area of land consolidation and the area of land transfer.According to this linear relationship,the land areas between 1999and 2005are calculated,which further reveals that the scale of land transfer during the period is small.By contrast,land consolidation since the period of 12th five-year plan has been significantly improved.It could be predicted that land consolidation during the period of 13th five-year plan will increase more rapidly and the size of land transfer will grow dramatically.Finally,this paper gives some suggestions for successfully promoting land consolidation during the period of the 13th five-year plan.
