关于自然资源管理体制改革

Reforms of Natural Resource Management System

中共十八届三中全会对国家治理思路做出了一个重大调整,提出要'健全国家自然资源资产管理体制,统一行使全民所有自然资源资产所有者职责。完善自然资源监管体制,统一行使所有国土空间用途管制职责'。本文主要结合土地管理问题,首先探讨了当前自然资源资产管理中,各级地方政府集'裁判员'与'运动员'于一身、部门多头管理所引发的诸多问题和矛盾;分析了'所有者和管理者分开、一件事由一个部门管理'的必要性。其次从部门组建(包括所有权行使和监管部门)、职能设置等方面提出了有关自然资源管理体制改革的具体设想。最后就如何按照中央部署、积极稳步推进改革,结合当前我国正在推进的相关改革试点,提出了相应的措施建议。

In the Third Plenary Session of the 18th Central Committee of the Communist Party of China,the central government puts forward a major adjustment in national governance-regulate the management system of national natural resources,and perform asset ownership responsibility of all natural resources;improve the supervision system of natural resources,and perform the responsibility of spatial usage control.This paper discusses many problems and contradictions of current management of natural resources,such as the situation that local governments function as both referee and player.The necessity of“separating owners and managers”is also analyzed.Then,some specific measures about management system of natural resources,including the establishment and function setting of the department,are put forward.Finally,based on the arrangement of the central government and the current reform pilots,relevant suggestions are proposed.
