鄱阳湖滨湖地区人口城镇化与土地城镇化协调性研究

Coordination between Population Urbanization and Land Urbanization in Poyang Lakeside Area

人口城镇化和土地城镇化的协调是推进新型城镇化的内在要求。本文以鄱阳湖滨湖地区为研究区域,对1990—2012年异地城镇化和就地城镇化的人口城镇化与土地城镇化的协调性分别进行了定量分析。研究表明:1990—2012年鄱阳湖滨湖地区的异地城镇化和就地城镇化,人口城镇化和土地城镇化均不协调,且呈二级分化:异地城镇化表现为人口城镇化滞后于土地城镇化,而就地城镇化则表现为土地城镇化滞后于人口城镇化,但在就地城镇化进程中,城关镇则表现为人口城镇化滞后于土地城镇化。为此,研究提出鄱阳湖滨湖地区人口城镇化与土地城镇化的差别化对策:针对异地城镇化,应该改城区建设用地'平面扩张'为'内部挖潜';加大城区产业培育,提高工业园区土地利用效益,促进产城融合发展。而就地城镇化,则要加强小城镇基础设施建设;加大村镇联动工作力度,确保就地城镇化的新增用地指标保障;创新农村建设用地流转制度,优化区域农村建设用地结构。

The coordination between population urbanization and land urbanization is the inherent requirement to promote the new style urbanization.This paper analyzed the coordination degree between population urbanization and land urbanization from 1990to 2012in Poyang lakeside area.The results indicated that:the population urbanization lagged behind the land urbanization in the relocation urbanization process and the land urbanization lagged behind the population urbanization in the process of rural urbanization,and in the rural urbanization process,periodic changes were found in the coordination between population urbanization and land urbanization.In this paper,some measures of coordination between population urbanization and land urbanization in Poyang lakeside area were proposed,including changing urban construction land from“plane expansion”to“internal tapping”for cities,improving land use efficiency in industrial parks,increasing construction land and strengthening the infrastructure construction of small towns,innovating the circulation system of rural construction land to optimize the structure of rural construction land.
