基于价值链的无锡国土“四全”服务信息增值利用

Value-added Chain of Land Resource Information in Wuxi

本文探索无锡国土'四全'服务信息增值利用价值链,促进政府改革创新及提升政府治理能力。研究结果表明:(1)国土资源信息标准化不够、利用能力低、服务模式单一,以及行政壁垒限制等制约了国土信息增值利用。(2)无锡国土'四全'服务信息的运行是对采集的国土信息进行管理和分析,并通过技术创新和知识发现促进信息增值,最终服务于国土资源管理部门、政府其他部门和社会公众,实现组织效应和社会效应。(3)国土信息增值利用价值链包括基本活动和辅助活动,共同实现国土信息的增值利用。其中,基本活动主要包括国土原始信息的采集、国土信息的存储传输、国土信息利用开发和国土信息知识发现;辅助活动主要包括实现信息公开、部门协同、技术创新和监督管理。研究结论:'四全'服务信息价值链促进了国土信息增值利用,为国土业务办理、国土资源形势分析、国土资源利用监管、土地政策评估与决策等提供了支撑,提升了政府治理能力。

The paper is set up to explore the value-added chain of land resource information in Wuxi,with an aim of promoting local government reforms and enhancing overall governance capacity.The results indicate that:(1)the application of land resource information is currently constrained by the lack of standardization,insufficient utility,unified service pattern and administrative barriers;(2)the“4E”model of Wuxi,namely Enhanced approval workflow,Easier regional service access,Entire online business processing,and Enclosed effectiveness supervision,proves to improve the value of the information with technology innovation and data appreciation.The value-added information can be employed to enhance land resource management and government services,and to achieve organizational efficiency and good social effects.(3)The basic work of achieving the value-added utilization of land resource information is to collect,store,transfer and make use of the primary data;and the auxiliary work includes information disclosure,department cooperation,technology innovation and supervision.This paper observes that the value chain of“4E”can improve value-added utilization of land resource information,take support for land business process,land management situation analysis and land policy-making,and then enhance overall governance capacity.
