“适度规模的小农经济”才是中国的正确选择

Moderate-scale Small Peasant Economy is the Best Choice of China

本文基于古今中外的相关实践,首先分析了小农经济对于稳定经济社会发展的重要作用;其次,结合当前中国经济社会发展之现实,阐释了发展'适度规模的小农经济'对于保证中国工业化、城市化软着陆,避免落入'中等收入陷阱'的重要性;最后从'切实保护好耕地、实行‘国有农用农营’的农村土地制度、推动农民土地的资产化资本化、建立健全各种农村合作组织'等方面提出了如何维护好'适度规模的小农经济'之路径。论文的一个基本观点是:在今后相当长的时期,小农经济将是中国农村经营形式的常态,'适度规模的小农经济'才是对党中央提出的'适度规模经营'的最合适的诠释。

This paper analyzed the important role of smallscale peasant economy in stabilizing economic and social development based on the relevant practices.In light of the current context in China,this paper indicated the importance of small-scale peasant economy to China’s industrialization and urbanization.It proposed the paths of the moderate-scale small peasant economy,such as the protection of the cultivated land,the implementation of“state-owned,peasantused”rural land system,the capitalization of rural land,and the establishment of a variety of rural cooperation organization.This paper considered that the small peasant economy will be the normal form of rural management in China for a long time,and the moderate-scale small peasant economy is the most appropriate explanation for the moderate-scale management proposed by the central government.
