摘要
本文介绍了2017年中国土地学会土地经济分会论坛的主要研讨内容及各方观点,围绕'城乡统一建设用地市场'这一议题,从不同理论层面总结目前改革中存在的问题、路径的选择以及改革方向,并结合贵州湄潭县的农村集体经营性建设用地入市改革的实践经验,探讨如何建立完善我国城乡建设用地市场。目前土地经济领域的研究更加关注农村人地系统,这与我国现阶段的城乡发展实情密切相关,将土地制度改革理论与实践相连接有助于减小城乡二元化差距,真正促进我国新型城镇化的发展。
This paper introduces the main contents and opinions of the land economic sub-forum of China Land Science Society in 2017,focusing on the issue of a unified construction land market for both urban and rural areas.Combined with the experience of the reforms of rural collective management land in Meitan County,Guizhou Province,it summarizes the problems of the current reforms,path selections and reform directions with an aim to discuss how to establish and improve China’s urban and rural construction land market.At present,researches on land economy pay more attention to the rural‘human-environment’system,which is closely related to the current situation of urban and rural development in China.Linking the theory and practice of land system reform is conducive to narrow the gap of urban-rural dual structure and promote the development of China’s‘new-type’urbanization.
