农用地生态价值与农用地基准地价确定——以武汉市为例

Farmland Ecological Value and Pricing——A Case Study of Wuhan

本文通过分析农用地生态服务功能,基于单位面积生态价值当量因子法,以行政村为评价单元,计算出武汉市远城区每个行政村单位面积农用地生态价值大小,并在此基础上将武汉市农用地分为5个级别,以期为全市范围内的农用地价值评估提供参考。结果显示:武汉市远城区每亩农用地生态服务价值为3 901元/年到7 263元/年。从空间分布上来看,武汉市远城区农用地级别大体上与区位条件成正相关,离武汉市中心城区越远的农用地,其生态价值级别也越低;远城区1、2级农用地围绕武汉市中心城区呈环状分布,而5级农用地则主要分布在黄陂区、新洲区和汉南区。

In order to standardize the agricultural land market transaction,promote the rational utilization of agricultural land resources,and realize the reasonable legalization of the agricultural land market,it is urgent to establish a sound agricultural land value evaluation system.In this context,by analyzing the ecological service function of agricultural land,and based on the method of ecological value equivalents of unit area,we calculate the ecological value of agricultural land in the far urban area of Wuhan city at village level.On this basis,the agricultural land in Wuhan is divided into 5 levels,which is expected to provide references for the evaluation of agricultural land value in the whole city.The results show that the ecological service value of agricultural land in the peri-urban area of Wuhan is between 3,901 yuan per year and 7,263 yuan per year each mu.From the perspective of spatial distribution,the level of agricultural land in the periurban area of Wuhan is generally positively correlated with the location conditions.The farther from the central urban area,the lower its ecological value level is.The agricultural land of grade 1 and grade 2 in the peri-urban area is distributed in a ring around the central urban area of Wuhan city,while the agricultural land of grade 5 is mainly distributed in Huangpi district,Xinzhou district and Hannan district.
