城乡建设用地增减挂钩政策实施农户满意度及其影响因素研究——以湖北省武汉市、襄阳市两地增减挂钩政策实施示范区为例

Research on Farmers’ Satisfaction with the Link of Increase and Decrease of Rural-urban Construction Land Policy:A Case Study of Two Demonstration Areas in Hubei Province

通过对湖北省增减挂钩政策实施示范区农户的抽样调查,采用IPA和有序Probit分析方法,在对农户感知增减挂钩政策各指标的重要性和满意度进行对比分析的基础上,探讨了农户政策参与程度、个人及家庭特征等因素对其政策实施满意度的影响,为增减挂钩政策实施改进提供实证依据。研究结果表明:(1)农户对增减挂钩政策各指标满意度平均得分低于重要性平均得分,补偿分配、安排就业培训、提升政策实施透明度、房屋面积核算方面工作处于IPA分析的加强改善重点区;(2)农户的政策实施参与程度对政策满意度提升有正向影响作用,其中政策实施前期的农户参与程度对满意度影响显著,且回归系数为正;(3)农户个人及家庭特征因素中,仅有劳动力人口一项因素对政策满意度影响显著,呈现负向影响作用;(4)政策实施绩效方面因素均显著正向影响农户满意度,其中工作条件改善因素对农户政策满意度提升效用最大。建议基于农户异质性制定差别化的补偿机制、加大投入力度对农民进行非农技能培训与就业扶持、建立科学长效的农户参与激励机制、构建立体的政策实施监督和问责机制。

Based on the survey data of the increase and decrease of rural-urban construction land demonstration areas in Hubei province,by using IPA and ordered Probit analysis method,we first compared the importance and satisfaction of each policy factor,then test how farmers’participation degree and characteristics impact their satisfaction,the results indicate that the average score of satisfaction was lower than the importance,the demolition compensation,employment training,policy transparency,accurate accounting of housing area need to focus on improvement.We found a positive correlation between participation degree and the satisfaction.The degree of participation in the early stage of policy implementation have positive significant association with satisfaction,however,the effect of participation in the later stage tend to be not significant.Among the individual and family characteristic factors,only family labor force population have significant negative impacts on satisfaction.The factors of policy characteristic have significant positive impact on the satisfaction,especially the working conditions factor is the most important factor for farmers’satisfaction.Government policies are suggested based on the research findings,such as making difference compensation mechanism based on household heterogeneity,devote more resources to farmers’non-agricultural skill training and employment,establish a scientific long-term farmer participation incentive mechanism,as well as constructing dimensional implementation and supervision responsibility mechanism.
